As for why it was written, it was meant to make the war look like a crusade against slavery, so that free nations abroad could not send help to the Confederates without looking pro-slavery themselves.
In this, it was entirely successful. Britain had been close to granting recognition to the Confederacy, but had to abandon the idea. If Britain had intervened, France would probably have followed suit. So Lincoln managed to neutralist two major potential enemies.
