because the French signed the Armistice and surrending. The Armistice did several things to France

- it divided France into two zones, the occupied zone by the Germans and the non occupied zone which was controlled by the french government in Vichy.

- the Germans occupied 3/5 of France (northen, western and the whole entire Alantic coast.

- the surrender of all the Jews living in France were given to the Germans

- the French army was disbanded except a force of 100,000 to maintain domestic order.

- over a million soldiers were sent to prison

- Armed forces were not allowed to leave the country or fight against the Germans

The resistence start because they wanted to liberate France and give hope to the citizens of France. Also it was to keep the Germans busy until the rest of Allies liberated France
