It is a modern description which was Atheno-centric. The war was between Athens and its empire/allies and Sparta and its allies. The latter were mostly based in the peninsula of the Peloponnese. The Athenian side was spread around the Aegean coasts and islands, and the action was mostly outside the Peloponnese from Sicily to the Dardanelles and at Athens, so the Peloponnesian word really applies to the homeland of Athens' opponents, not both sides of the war, or even the territory where it mostly occurred.
