Because it one side was based in the Peloponnesian Peninsula, home of the Dorian Greeks led by Sparta.- the other side was the empire established by Athens. The fighting was initially around the Peloponnese Peninsula, but it spread throughout the Greek world east to Asia Minor and west to Sicily as the war continued over its 27-year course.

From the Peloponnesus, the southern part of Greece which is connected to mainland Greece only by the narrow Isthmus of Corinth. Although, Sparta is located in the Peloponnesus, the fighting was elsewhere. A surviving Athenian general named Thucydides wrote a history of it which is found in libraries today. It is called The Peloponnesian War in modern translations, but the participants may have had other names for it. Sparta controlled the entire Peloponnesus, so that is probably what the Athenians called the war, because they faced the entire Peloponnesus in addition to Sparta.

It was the war between Athens and its empire/allies and Sparta and its allies. Most of Spartas allies came from the Peloponnesian peninsula in southern Greece so it has been given that name by modern historians for no particularly good reason as the participants came from all rounf the Mediterranean and Black seas.

It is a modern description which was Atheno-centric. The war was between Athens and its empire/allies and Sparta and its allies. The latter were mostly based in the peninsula of the Peloponnese. The Athenian side was spread around the Aegean coasts and islands, and the action was mostly outside the Peloponnese from Sicily to the Dardanelles and at Athens, so the Peloponnesian word really applies to the homeland of Athens' opponents, not both sides of the war, or even the territory where it mostly occurred.

The Latin word for Phoenician was punicus. The Carthaginians were Phoenicians, hence we have anglicised punicus to the adjective punic to describe the wars between Carthage and Rome.
