At the time of the early Church, Rome ruled most of the known world - "all roads lead to Rome" as the saying goes. Rome was, basically, the center of the world. From Rome there were relatively good roads (for the era) and ships to many areas ruled by the Roman Empire. This would be the ideal place to center a religion. Jerusalem and the Holy Land were on the eastern fringes of the Empire and quite primitive by Roman standards. Also, in AD70 the Romans had had enough of the problems in the Holy Land and destroyed Jerusalem, killing or dispersing much of the population. Even after the collapse of the Roman Empire in the 5th century, Rome still remained an important city much as it does today.
