Rome did not dominate all of Europe. It conquered only part of it. The Netherlands north of the river Rhine, northern and much of central Germany, Scandinavia (Denmark, Sweden, Norway and Finland), Poland, the Czech Republic, most of Slovakia, western Hungary, Russia, the Baltic States (Estonia, Latvia, and Lithuania) Belarus and Ukraine were not under the Romans.
Rome was able to dominate the territories that she didconquer at first because of her strong army and after the territories were subdued by the army, the civil governments established Roman law and gave the territories a lot of leeway in self-government. Rome also respected the local gods, most times finding a commonality between the local deities and Roman gods.

The First and Second Punic Wars established Rome's dominance in the western Mediterranean. The Roman-Syrian War and the Third and Fourth Macedonian Wars made Rome the great power in the eastern Mediterranean and the Third Mithridatic War ended challenges to her power and led to her dominance over Turkey and the Levant.
Rome became the center of the Roman government because it was the dominate power. It expanded from a city-state to an empire and as it did so, the rulers in Rome directed its expansion and made Roman law the law of the empire.
