There was quite a bit of political wrangling in order to get the UN Genocide Convention passed in 1948. As a result, the definition of genocide was narrowed from its more-encompassing ideological definition to get passed. For example, it excluded both destruction of political groups for political gain and destruction of a group culturally through forced assimilation or similar, because political repression was common among UN member states and cultures were changing at a rapid pace within states. In order to avoid problems in getting the resolution passed, it was trimmed down to cover the major reasons for genocide, but excluded political affiliation or cultural removal.
