Because it killed so many people at once and left radioactive debris. Some people argued that Japan would have surrendered if they had been shown a test firing of the bomb and that this would have been more humane. Others argue that the detonations saved more lives (fighting Allied and Japanese soldiers and Allied prisoners of war) than were taken by the bombs and that this justifies the action. Certainly the two bombs put and end to the war.

I think that is was necessary for three reasons and these reasons are which actually create the controversy

1) Was it really necessary or could the Americans have "done" a smaller place and then asked for a surrender? Yes, but the Japs would not have surrendered - they couldn't as like Hitler's regime, they would have been executed by the head cheese and his like plus the Americans wanted to "test" the bomb and for that they needed a place as big as Hiroshima.

2) Was the dropping of the second bomb really necessary? Probably not but again, they needed a test bed plus it was a slightly different bomb - plutonium implosion assembly bomb rather than a uranium gun assembly bomb.

3) It was necessary to restore the moral in United States - not America - as they had been treated very inhumanely in many areas of the war and they needed a little "pay back."

I believe that the dropping of the first bomb was necessary and the second, not so much. It is controversial due to the nature and results of this bomb and many thought that this was not "playing fair" as per "war rules."

Note: The H bomb was not available until 1954 and has never been used in war!

Note: The US had scheduled in production 21 more implosion assembly A bombs in 1945 if Japan did not surrender: 1 more in late August about the time the invasion was scheduled to begin, 3 in September, 3 in October, 7 in November, and 7 in December. The increase in November and December was due to a change from a pure plutonium core to a composite plutonium/uranium core. This new core would be tested entirely in combat. These details were kept classified for decades.

I believe 2 back to back bombs was absolutely necessary, to prove to Japan that the first was not just some fluke, that the US couldn't reproduce. These were such new weapons. The pause before the third, due to time to prepare it not planning, was enough to give them time to surrender before losing another city.
