The analogy I like to use for this is a bully at school..
Almost everyone is afraid of them and students hope the bully will leave them alone and pick on someone else. The students would each try really hard to not anger the bully or get in their way. The problem is the bully knows they are afraid and sees them as weak, therefore, by not confronting the bully, you empower and embolden him.
Most of Europe was still remembering the horrors of World War I and therefore was extremely anti-war. So the European democratic nations appeased the aggressive Germany and Italy. So these bully nations continued to do as they pleased feeling confident that the democratic countries would back down.
This is an important lesson to be remembered today, if countries see the United States as weak and unwilling to confront them when they are doing evil, they will be emboldened and even more likely to inflict terrible things on people.
