The 's' used as if a chain of shoe shops were called 'shoes'. In the context of a general rest room - using womens to distigusih for 'females' this spelling is incorrect in any case. The sign should read: 'Women' (as in Men & Women), or Women's (as in Men's & Women's) - the apostrophe being posessive to the women themselves.
