You mean why the Americans did not give the Japanese Government any conditions, I think is because the Japan was a country of pride and strong will. The Americans realized that without a doubt that the only way to make Japan to surrender was to make them suffer a great lost. The Bomb Hiroshima became the only option for President Truman. After the tragedy Japan fanilly surrender and they must acknowleged their defeat in order to move on with the Peace Tready.
