Cuba is only 90 miles from Florida, so to have soviet missiles that close to American shores was very dangerous. Castro was working with the Russians in 1963 and was very much a militarist as well as aggressive in his policies. He had just gained power in the late 50's and early 60's and could have/would have used the missiles with the blessing of the Russians.
