Public defenders are court appointed counsel, and are paid by the state or county in which they are employed. You do not pay fees to retain a PD.

In some states, the court may order you to pay restitution to the state/county in the form or some or all of your PD fees, if you are found guilty. These fees are not refunded, and become a condition of your probation.
