Originally it was planned to release the movie in 2013, but only if Green Lantern would be a success, Green Lantern didn't make it through (still a great movie if you ask me). The new Batman movie will come out in 2012 and the new Superman movie was intended to be released in 2012 as well, but it has been pushed to the summer of 2013, so for now seeing a Justice League movie in 2013 remains skeptical.
Dunno. It did not go beyond the cartoon stages- Green Lantern was a segment of the TV Cartoon- Justice League of America. The rather cerebral nature of GL does not really lend itself to action-packed Television cartoons for some reason. Green Lantern was never a live-action TV character- akin to Green Hornet or Superman.
