You can do this because it takes more pressure from the pipe to flow water to the upstairs tap than the amount of pressure it takes to flow water to the downstairs tap. Water comes into your house at ground level. Therefore the pressure will be greater downstairs than up, (gravity) although, there shouldn't be that much differnce. You may have a problem with an airlock or blockage that is slowing the water pressure down by the time it reaches the upper floors of your house. Get a plumber to check it out.
