Because the South at the time was becoming the world's major cotton producer. Cotton growing was, certainly before the invention of the 'cotton gin' machine, extremely labor-intensive, so it needed a large workforce on each farm. Despite vigorous lobbying among newly-arriving immigrants, no takers could be found for the hard, often boring and repetitive work under the blazing sun. Getting slaves from Africa to do the work was then seen as the obvious solution.
