They weren't. Immigrants were only ever 'welcomed' in America by themselves, when they were spanish, british, and french in the 1500s-1700s. They didn't even typically welcome each other. The natives only quasi welcomed them, and when they got established here, they treated everyone coming in after them like slaves. And even made some of them into slaves. The Irish and the Italians were treated abominably. And really, let's not even go into what befell the Africans.

There's always been this magical Statue of Liberty New York ideal about taking in the poor and the rabble, but really, they have never truly been welcomed by the ruling class. There has always been a lot of racism within white culture that didn't even really begin to break up until the 20th century.
