Labor Unions were set up in the US to protect the work of the then only free workers, being whites. This was during the time that slavery would be abolished and approximately 20 million formerly enslaved blacks (forgive me if this is not accurate I am European) would join US' labourforce thereby effectively though not purposely endangering the work positions of all the white people already at work.
The threat lay in the fact that the formerly enslaved blacks had been doing hard work for a long time while not being paid. After a time you get specialized in your skill whatever it is. White people had never had to work as hard and were always paid. If these labour-forces would join the working-market and in not knowing how to demand for (more or adequate) pay/money (possibly, I am not certain) they would be a very cheap force. So the unions formed to make sure only certain people (e.g. white people) could work in certain places.
Side note: one of the best things that came out of the segregation was that black people could only invest in black owned establishments. Thus keeping this community alive, maybe something to keep in mind for the way things are today...
National Labor Relations (Wagner) Act increased the rights of unions and created the National Labor Relations Board. Employers had to recognize and work with Unions that claimed the support of a majority of workers in that company. The National Labor Relations Board was set up to investigate unfair practices against labor and protected the right of workers to organize and join unions. The Taft-Hartley Labor Act was amended to enlarge the powers of the NLRB and allowed the government to intervene in strikes affecting the nation's safety or health.

Labor Unions
Labor Unions are organized to help labor. There are two types of labor unions, Craft Unions for workers in a certain skill or trade, like masons or carpenters; and Industrial Unions that are made up of all the workers in a particular industry. The Auto Workers Union is an example of an Industrial Union and the AMA is an example of a Craft Union.

What is the three conditions that led to the formation of labor unions?
Labor unions were created by workers to protect them from abuse by employers. Before labor unions people did not have set work days, overtime, breaks, set wages, due process when a problem comes up, not be fired at will , weekends off, holidays off, insurance or retirement . Work place injuries go up without union protection to insure that the work place is free of hazards that can harm the workers. Wages are lower in nonunion shops, and workers are not represented when a problem comes up with management . Today, many of the rights gained by workers are slowly fading away as unions come under attack.
The government did not like labor unions along with big corporations. As a result labor unions were illegal until the 1930's.
