Because after reconstruction they needed to rebuild the south so they had to increase the taxes. That way the government can rebuild the ruined land....im not sure about this answer though...thats what i think :(

Not so good in this stuff but I'm sure it would be high tariffs or taxes on the opposing nations goods and low taxes on goods made in the same nation..?
