Germany were victimised after they lost the war they weren't invited to the peace conference and the decision was made by other countries to take land away from them, Disarm them, make them take responsibilty for the war and pay reparations to winning countries of the war. They were forced to accept.

It held them accountable for waging the war, required that they admit guilt for starting the war, required them to pay war reparations, give up some territory, and disarm. Some believed that they were sold out by their politicians and generals, and should have continued fighting.
