The entire reason for the 1960s space race was a cold war exercise to demonstrate which country could deliver the largest hydrogen bomb the furthest distance the most accurately, without actually having to use a real hydrogen bomb (because if real hydrogen bombs were used then there might be no one left to actually declare the winner of the demonstration). It was also much easier to convince the public to participate in this cold war exercise was to wrap it in Propaganda that it was for peaceful scientific and exploration purposes, not military purposes.

It was the tension between the US and USSR that caused the space race ... the race to demonstrate the
possession of launch-weight capability and guidance accuracy that would have obvious military applications.
