Try servicing the car... Fuel filter/Air filter and housing is the most common culprit. The car basically can't 'breathe' and pushing the accelerator forces the engine to run.
The car should start no matter what, I put my foot on the accelerator on purpos to rev the engine as it starts to impress my friends round it its pretty cool but yeah.

Make sure connections are on tight.
There are a few things that it could be if you Dodge Stratus wont start on first try. It could be the starter.
What have you welded ?
It wont allow it to start or sometimes may start but die when you press on the accelerator.
You need to lift your left foot off of the clutch pedal.
You have to keep it down with your foot!
Is your clutch pedal depressed? If it is, check switch on clutch pedal.
This may sound crazy, but check the actual accelerator pedal assembly itself. My 2000 Explorer had an EGR system leak at the exhaust manifold which directed incredible heat onto the firewall. This resulted in melting the PLASTIC accelerator arm which is attached to a pivot point on the firewall adjacent from the leak. The arm melted and the pedal eventually rested on the floor, restricting it's stroke. I was pretty surprised, but it happened.
IT wont start cause on most cars when you press the pedal down the injectors will not spray out any more fuel that's why if your car is flooded people say to push the pedal to the floor
You can also start a car in Neutral. Also remember to put your foot on the brake too.
could be a number of things but most likely is the TPS or fuel injector
The manual transmission has a starter interlock which prevents the engine from cranking unless the clutch pedal is depressed
it can be lots of stuff mate... Battery needs charging, dead battery, wires have a problem somwere, fuse of accelerator in the dash blown, even check your fuel level, you need a Honda expert for this...
Was it moving and they pressed the brake pedal to STILL the car? How do you KNOW it won't start?
Does the engine have spark? White fumes could possibly be fuel vapor.
