Iron in the fill water and you probably added chlor right after filling. Filter the water for 24 hrs then add chlor. There is a product made for iron in the water. It is a chealating agent that keeps the iron in suspension until the filter can filter out the iron.
Chlorine - you can buy "pool shock" at Walmart, pool specialty stores, or maybe even Menards. After a couple days of "shocking" a pool, though, any algae with die and turn brown, meaning you'll probably have to scrub the walls and floors of your liner and filter out the dead stuff. Also, my understanding is that bleach does have the same effect. Depending on your pool size, I'd say you should use at least 1/2 a gallon of one of these solutions every day, pouring it around the perimeter. Like I said, after a couple days the pool will become brown. If you have an inflatable pool, use much less; you'll probably have to use more bleach than chlorine/shock.

Depending on the surrounds, perhaps the feet of the people getting into the pool are bringing in dirt, stain or oils they have picked up before getting into the pool. Another issue may be that the material of the steps is porous enough to grow algae.
The only reason the pool would turn green would be if the Baquacil is not entirely out of the pool and it reacts with the Chlorine.

What type of test reagent are you using. All reagents have a shelf life and should be at least replaced at the beginning of every season. If you just purchased it there is a chance it may have been merchandise left over from last year. Taylor testing products are the most reliable I have found.
