I had a problem with that on my car and it was cause by someone hook the wire up wrong and grounded out the electrical and had to take it in and get wired right

No, the 98 Camaro is when Chevy started switching things up, they headlights aren't the in cased bulbs for headlights they are now a 9000 type bulb such as a 9005 I believe is what 98 Camaro's take for headlights. The only way I could think it was possible is if you replaced the headlights, hood, fenders, bumper, and I'm not sure then if it would still work.
