the motors are probably jammed... bad design fault.. you'll have to remove the panels and take the whole asembly out takes hour or so.. .. free em on the bench by takin off the motor freeing the sieze. and hookin a 12v power source..let it run couple of mins one way.. the swap wires run it other way
The motors on the rear quarter windows are unreliable.. same thing happened to my lebaron. you have to push them down and move it back and forth. but be careful as to not break it or put too much pressure on it. That worked for me.

I have a 1994 Chrysler lebaron convertible GTC the top motor went out I changed the relay which is right beside the top motor. And that did not fix the problem so I got a ice cream bucket and unhooked the two oil lines that attach to the motor which is behind the back seat under the well cover. I put the ends of the oil lines in the ice cream bucket and removed the top motor the a friend and I pushed the top down by hand to push out all the oil from the lines. Now my convertible top is manual. Don't put lines back on motor or it will not work.
you have to push down on the tension pulley, then you would get slack in the belt

It is the relay switch, that regulates wiether the top motor applies pressure to raise the top, or release pressure to bring the top down.
