It could be caused by a number of things wrong such as:
1. Dead battery
2. Bad starter motor
3. Bad starter switch.
4. Bad starter solenoid
5. Bad battery cable, or poor connection
There are probably other causes, some more information would be helpful if none of the above is the problem
The fuse block on a Chevy Celebrity is located on the bottom of the dash to the right of the steering column.
Drop the fuel tank.
Timing on a 1987 Celebrity is controlled by the engine control module, computer. There is no provision for adjustment.
Ours was an '87 and it weighed about 2600 lbs.
The electric fuel pump is in the gas tank.

All 1987 to 1990 Chevy Celebrity engines use distributorless ignition. Timing is controlled by the engine control module in conjunction with the ignition module. There is no provision for adjustment.
The drain cock is on the driver's side of the radiator at the bottom of the end pan.
The gas filter is in the fuel line next to the gas tank on the drivers side of the car.
I just get a bottle of fuel injector cleaner additive and pour that into the gas tank and let it do the job.
We have a 1986 Chevy Celebrity with the 2.8 V6. It has a cop option speedometer which is labeled to 120 MPH. It has the 4 speed automatic overdrive transaxle. We have a picture of it sitting on 107 MPH. Got to wonder just how fast you want to go!
Timing on a 1987 thru 1990 Chevy Celebrity 2.8/3.1 engine is controlled by the ignition control module along with the engine control module. There is no provision or specification for manually adjusting the timing on these distributor-less models.
