All you have to do to view (or record) your clips in Halo 3 is to go to Theater mode.

Well it depends, If you're trying to record something you played in Campaign then that's normal, I don't know why Bungie doidn't want to let people do that. But If you're trying to record something from Forge or Split Screen (or Matchmaking), then I don't know why it won't work.
