Why won't my cat sit on my lap he is 6 and he is a stray we have had for around 3 years still after this time he won't sit on my lap and is fussy?

Try waiting until he's relaxed and sleepy and then moving him onto your lap.
Maybe he doesn't like to be fussed too much. Try not stroking him until he's settled.
Some cats like to have their heads a bit higher than their bottoms when they're sitting on your lap. Try putting him with his head facing away from you, with your knees a little higher than your hips.
Some independent-minded cats just don't like sitting on laps.
