Not getting water or water is just running through the tank? You shut off the water, probably right below the toilet. The washer in that valve may have come apart and is blocking the line. The fill valve in the tank may need a new diaphragm. Check to see if there is water getting through the shut off valve and follow it to the toilet.
If water is getting to the tank and running through, make sure the flapper is sealing the drain. Perhaps the chain became tangled in moving the toilet and it's not letting the flapper close all the way.
Where is it leaking ? Flapper in the tank, replace flapper. Between tank and bowl, separate and replace the seal. Toilet to floor. Replace the wax ring under the toilet, making sure it is thick enough to form a seal and the bolts are installed correctly and holding the toilet down.

It's the Rubber seal at the bottom of your water tank, when you flush the rubber seal raises and the water flashes your toilet. Generally its black but not always.

If it's leaking between the toilet and the floor, you put the wax ring in wrong. If it's leaking between the toilet and the tank, you need to replace the gasket.
yes on a toilet I am guessing .. you can take the tank off the bowl and unscrew the nut of the overflow and replace the rubber seal. To make sure you wont get mad if it leaks after you put it all together is run a bead of CLEAR silicon around the new rubber seal and around your tank washers before you put it together and it will seal up any tiny holes or misalignment you have.
The water in the lower toilet is probably being siphoned out of the tank by the negative pressure caused by flushing the upper toilet. This CAN happen if the water level in the tank of the lower toilet is over the top of the ballcock. If this is the case, the tank water is being siphoned into your drinking water! Replace the ballcock with a Fluidmaster right away. If you have a small white fill valve that sits in the bottom of the tank, get rid of it. These are illegal and WILL siphon under these conditions. If the lower toilet runs AFTER the fill cycle of the upper toilet, it may be that the ballcock seals at a lower pressure, and the pressure spike when the upper toilet shuts off causes it to run a bit until the added water closes the valve a little tighter.
