And 'she' is who, exactly? If you want to get a divorce and your wife doesn't, you still can get a divorce. Both people in a married relationship don't necessarily need to agree on a divorce. But as to why 'she' doesn't want to get one, I have no idea, sorry. I'm no mind-reader.
You should really be communicating with her and asking her this question. There could be many reasons. Divorces can be messy, take a long while and can be expensive and she may not have the money She also may be using the separation and no divorce as a protection against commitment to another man in her life. She could also still have feelings for her ex. You could test her and say that you will be happy to pay for part of the divorce and see what she has to say. I was married before to a mentally/physically abusive man and I left him flat and got my own apartment. I shocked myself by actually missing him (so I thought) and it wasn't until some months later I just missed seeing male things around my place such as a razor, aftershave, men's clothing in the closet and I really didn't miss him at all. When I first got into the dating circuit I was very wary of men, but was not a man hater. I had heard men speak of other separated women in terms of, "she's got to be hot and wants it!" Where men ever get this idea is beyond me. It made me anxious to meet a nice guy and I was never sure if he thought I was quick squeak between the sheets or he really liked me. The longer I was on my own the wiser I got and I could pretty much pick out the good guys. Give her a little time. Don't be afraid to communicate and ask her about her feelings on the subject. You should seek legal advice and file divorce papers against her. Your lawyer will draw up papers stating why you are filing for divorce. In most States a divorce would be granted for several reasons, one being 'alienation.'

No. You can still live like a married couple, that wont change anything. The papers you filled in is what matters. Unless you end the proceedings the divorce is still on. The court don't care about your sex life.

It all depends on what state you live in. States like Florida that are a No-Fault divorce state wont require any reason for a divorce. Which means they can contest it all they want, but it won't do them any good. You can divorce for any reason as long as one person says it is over. In other states that aren't a No-Fault state you will need a reason for filing for Divorce, such as infidelity, abuse ect.
