We just had the same problem on our neon. It is most likely the Speed Sensor. You can buy one at pretty much any auto parts store, we payed $40.00 for ours. It is located on the transmission. What we did to locate was jack up the driver's side of the car, enough to fit underneath and it was in plain view. We didn't have to change our's because we found out that it was just unplugged from the axil (because it is hooked on to the from passenger side of the axil). If it isn't that, then it is probably a wiring problem.
