Most males will breed a female at any age if she is in heat. Dogs don't have self-imposed time restraints. Males as young as 5 or 6 months have sired litters, possibly younger. A female can be impregnated on her first heat, which can happen as young as 6 months (again, possibly younger). Most responsible dog breeders will not breed dogs before the age of 2 for various reasons. That is the minimum age for checking a dog's health with the Orthopedic Foundation for Animals. (Offa.org) It is considered to be a safe age, health-wise; not too young, not too old. Also, by that age, most females have gone through 2 or 3 heats, so you know if their cycles are regular or not.
