Why won't the water off of the evaporator drain the water out and i have cleaned it out in my 1990 Chevrolet caprice and the styrofoam has water coming out of it?

"Cleaned it out"? The evaporator box or the drain hose? Sometimes algae will grow in the box and plug the drain hose. Quick way to check is to use an air hose and blow up in the hose where it comes through the firewall. If you had the box out, did you kink the hose putting it back in?

Cleaning the outside of the evaporator would probably require removing the unit from the vehicle and blowing it out with compressed air. Either way the system would have to be evacuated with the proper equipment.

If it is a digital then most people think it is the fuse. Most of the time it just needs to be pushed in all the way. You could take everything out of its way pull the cluster out clean it and most of the time that will fix the problem. Over time hitting bumps in the road and what not they tend to get a bad connection. Most of them just need the electronic connections cleaned and you will be good to go.
