"Cleaned it out"? The evaporator box or the drain hose? Sometimes algae will grow in the box and plug the drain hose. Quick way to check is to use an air hose and blow up in the hose where it comes through the firewall. If you had the box out, did you kink the hose putting it back in?
Probably the evaporator core has mould on it and needs to be cleaned.
I am not aware of such a rule unless specifics are missing in the statement. It likely varies with the locality. Styrofoam cups should not be saved and reused because they cannot be cleaned and sanitized due to the physical structure of the styrofoam. I would not see why a cup could not be refilled during use.

Cleaning the inside of the evaporator can be a challenge. The auto parts store can sell you a kit to flush out the evaporator and or the condenser while it is still in the vehicle. If the system is loaded with trash from a seized compressor you may never get it completely cleaned out. Recommend replacing with new parts. Cleaning the outside of the evaporator would probably require removing the unit from the vehicle and blowing it out with compressed air. Either way the system would have to be evacuated with the proper equipment.
2 possibilities.....1 your ac evaporator drain is plugged and needs to be cleaned out. 2 if it is coolant your heater core his leaking.

If it is a digital then most people think it is the fuse. Most of the time it just needs to be pushed in all the way. You could take everything out of its way pull the cluster out clean it and most of the time that will fix the problem. Over time hitting bumps in the road and what not they tend to get a bad connection. Most of them just need the electronic connections cleaned and you will be good to go.
