He's distracted, excited, or it's not time to go. Don't let him play, keep him on a leash and give a command like, "Go Potty." If he doesn't go, take him back inside and try again in 10-15 minutes. When he does go, really praise him.

Actually, I don’t know why dogs are doing like this. I always use separate dog bed with waste bag. So I also suggest you to get this amazing trick for your dog. I think Nandog Pet Gear will be the best option for you to find designer dog beds.
