There could be three reasons that the radiator fans do not come on.

It is normal for a temperature light to come on in the VW Jetta when the car is started. If the light stays on, it is probably an early warning that there is something wrong with the radiator. The car may be overheating right away when started because there is no fluid in the radiator, or there is a fluid leak somewhere in the system.
not very difficult at all. i have replaced the entire radiator in my 97. my favorite place to go is to the junkyard...nicest thing about VDubs is the way you can swap parts between models. what you are looking for can most likely come off of any Jetta 93-98 or possibly Passat from the same years.
Check the thermal relay for the cooling fans.
Emissions related or a misfire. Get the codes read with a scanner.
A faulty thermostatic switch would prevent the fan switching on when the engine is hot. (Located in the side of the radiator on my 1991 golf)
Your Lumina 2001 engine light might come on while the radiator fan is working because the fan is turning too slowly, is damaged, or is not cooling the engine correctly.
we had the same problem in our 99 dodge dakota, unbole the radiator from the frame, then unmount the trans cooler from the radiator then carefully bend the transcooler lines away from the passenger side of the radiator then is the hoses are disconected it shuld come right out. i hope i helped you
No it doesn't come turbo. there are a few people who have customized them to use turbos though.
