When you turn the key on, if the buzz is coming from the back of your car its your fuel pump, replace it and the car will start every time.

have someone try to start the explorer after you remove the gas cap and are ready to listen for a buzzin sound from down inside the gas tank no buzz means its not pumping fuel and that would mean that if it does buzz your getting fuel pumped

is it hooked up right?? check the harness, then to see if it turns on have someone turn on the key while your listening through the filler neck, buzz means its workin, no noise, then you have a problem
