A quick check would be to check to make sure the fuses are good and make sure they are clean. If you have the older type then they can crud up and not get a good connection.
Check to see if you can hear the low beam relay click when you have the car running and hit the dimmer/high beam switch a couple of times. It may just be a loose wire on it also. The relay is located on the fuse panel, it looks like a turn signal relay.

your bulbs are burnt out. when you switch on the high beams its only the high beams. but when you flash your brights it lights up both high and low beams.

the fog lights work with the low beams , they wont come on with the high beams
The low beams and high beams are both H7 bulbs. The fog lights are H3's.
Have you checked the drl relay?

yes it does.... one for each of the low beams and one for each of the high beam. because the daylight running lights work on the low beams at reduced intensity, they tend to burn out a whole lot more often
It could mean, turn off your high beams.
