Low beams are burned out.
Some cars have a knob for the headlights. If this knob is turned left or right when pulled out, it changes the brightness of the dashboard lights from off to full brightness.
There would exist probable cause to pull you over if the officer had seen you driving without your lights on even if you turned them on after you saw the police car and before you were pulled over.
My '88 Prelude Si 4WS had a short in the steering column. My "guys" pulled wires to a toggle switch that they free-placed in the coin tray. It gets hot . . . But, the running lights/brake lights work independently of the headlights!
if the knob used to turn you headlights on is pulled to turn them on, try turning the knob counter-clock-wise and that should turn the gauge lights on and if you keep turning it it will turn the dome light on too.
When i was trying to disable my DRL's (Daytime Running Lights) i pulled the fuse for them and my headlights and instrument lights were flashing intermittently. Check the fuse panel in the glove box and look for the DRL fuse. Check if its blown. Hope this helps!!!
Because the power for your headlights is pulled from your battery. When the dashboard lights dim after turning on the headlights the dashboard lights aren't getting as much power as they were with the headlights off. With the motor running or off? The headlights draw a lot of current, but should not visibly affect other systems. There could be a problem with a worn out battery, an alternator that isn't charging correctly, or you have a bad earth between the battery and the chassis. Check the large cable connection between the battery (usually negative these days) and the bodywork, or between the engine block and the bodywork.

your local area will have a version of a Highway Traffic Act, it will outline the regulations about lighting, in my area you need to have working headlights that are visible for 150 meters and give visibility for 150 meters. Look up you ministry of transportation, and usually under equipment standards/lights.
Location 30 ; 10A fuse; Labeled "Parking lamps" in manual. Just replaced mine and my tail lights, dashboard lights, parking lights, and the dinging that goes off when the lights are on all came back. I had to remove the CD Storage box (push two tabs on the inside inwards and pull box out), pulled out #30 fuse (not #32 as I saw on other posts), saw that the wire was broken, put in a new one, tested the parking lights, and all good. I have a 1995 LHS that I purchased new in which I now have 188,000 miles and in both instances of the head lights failing was due to an open circuit in the multi function switch that is located on and in the steering column. The parking lights still worked however, the low beam headlamps & euro lamps wouldn't. The high beam would only work if I pulled the multi function switch toward me & held it in place. I do most of my own maintanence however, since the steering wheel has to be pulled & column taken apart I went back to Chrysler. $350 with tax. Check the fuses first. The high beams and low beams are controlled by different fuses.
