Because it would mean national shame for the proud nation. It would also threaten the integrity of Japanese government and monarchy. So they attempted to whitewash or downplay war crimes by their military through History revisionism (Making Japan look like the victim) and open denial of what happened (Mainly the right-wingers).

Another reason why would be the Americans. The Americans want the Japanese government to remains its staunch ally and its economy to remain strong. If Japan apologises, it will without a doubt strengthen relations between China and Japan, which America does not want to see (They are still stuck in the cold war mentality; Democracy vs Communism). The Americans also protected prominent war criminals like some members of the Imperial family and those with important skills. The Americans also hired Unit 731 and Nazi scientists, harboring them to build their own chemical and biological weapons. If this came to light, it would effectively turn public opinion in Japan and America against them.

As a result of History revisionism and denial of these crimes against Humanity, an ENTIRE generation of Japan's youths remained unaware of crimes that their nation have committed in the past. That is why they will deny these war crimes ever happened. Like Germany, Japan committed mass genocides, killing and victimising millions of people, Chinese, Korean, Indonesian and Southeast Asians. Unlike Germany, Japan has yet to take responsibility for their barbaric actions, although they pay reparations to compensate the countries involved.

Japan's apologies have been woefully inadequate. They often stated that "I express regret or remorse that this event have happened". It shows that they are somewhat insincere and are unwilling to take responsibility for what transpired. If they make an official statement like,"I am sincerely sorry and ashamed for what my nation did to you, I am willing to do what is needed to make amends." No wonder, China and Korea slammed Japan. Up till today, it remains the main stumbling block in Japan's relations with its neighbours. I had a faint hope that Japan would apologise for what it did while the WWII generation is still alive but it seems highly unlikely during this modern era.

The Japanese government has issued statements expressing remorse for their actions during World War II, but there have been varying degrees of acknowledgment and apology for specific war crimes. Factors contributing to this include domestic politics, concerns about national pride and reputation, as well as ongoing disputes with neighboring countries about historical interpretation.

Why did the Japanese win the sino war?

The Japanese won the First Sino-Japanese War (1894-1895) due to their modernized military, superior naval forces, and tactical strategies. They were able to quickly defeat the Qing Dynasty's outdated military forces and secure victories on both land and sea. Additionally, Japan's industrialization and modernization efforts allowed them to outclass the Chinese military in terms of technology and organization.

Why did the Japanese want the men to be weak?

The Japanese wanted the men to be weak during World War II so that they would be easier to control and manipulate. Weakened individuals are less likely to resist authority and are more likely to follow orders without question. This made it easier for the Japanese to maintain power and control over their prisoners of war.

How much did Japan pay as reparations after world war 2?

The Japanese paid some reparations as per the Treaty of Peace with Japan however they committed so many horrific and revolting war crimes that no reparations could possibly come close to compensating for them. Also no real prosecutions of the Japanese happened after the war and some Japanese war criminals are still honored as heroes. One even being elected as their prim minister. To this day they refuse to admit to, or apologize for, their heinous crimes or compensate those that survived.

Why are Japanese war crimes during and before World War 2 not as emphasized as German war crimes of the same time period?

It is not the atrocity of the German war crimes that causes them to be more emphasised than the Japanese', rather one key difference between the two countries: their attitudes. While Germany has admitted to, and apologised for, the horrific war crimes committed against the Jews in World War II; Japan, on the other hand, fails to acknowledge that they (along with Germany) started the war, & Japanese history textbooks suggest that the attack on Pearl Harbour and much of the Asia-Pacific region were not the start of the war in the Asia-Pacific region, but a result of actions taken by other nations. And while Germany has humbled itself & apologised, Japan has yet to show such signs of humility & continues to hide details & responsibilities about their war crimes.
