you need to check the resistance of the seat heater elment. each seat has an upper and lower element. your probably going to find an open heater element ckt.

Under the seat there is a wire that runs to the seat belt lock. It has a conector which you can unhook. With this disconnected, the bell will not sound while you are in seat without the seatbelt buckled.
The jack is located under the rear passenger side seat. The tool kit is located behind the rear drivers side seat.
Check the fuse.
Pull.
Generally, a stock silverado will have four speakers; two in the dashboard and two behind the seat.
At the botom corners of the seat you will see a loop strap just pull on that and lift the seat
i have a 1999 Chevy silverado with a back seat and i had the same issue only to find that you just grip the top of the seat and pull down pretty hard then it will work. i spent too much time looking for a stupid latch or handle. hope that will help you.
