If the speedometer and odometer are both not working, I would blame the speed sensor. If only the speedometer does not work and the odometer does work, the cluster is bad.
The odometer on a 96 Ford Explorer is tied into the speedometer. If the speedometer is working then there is a gear problem inside of the speedometer causing the odometer to not work.
There are several things that can cause your speedometer to stop working. The most common cause is a blown fuse. The second most common cause is a malfunctioning speedometer cable.
If both the speedometer and the odometer work on and off, I would blame the vehicle speed sensor. If only the speedometer is acting up, I would blame the cluster.

The Mazda tachometer and the speedometer have separate cables. The tachometer cable probably does not work properly. Change the tachometer cable.
it sure would work.. behind the dashboard are plugs for each function. one for tachometer, one for speedometer, fuel, water temp. ect.. if your new dash doesn't have a tachometer it will not interfere with the speedomet aspect of it. but you will not have a tach obviously. that sucks kid
because they are broken.
Replace the dash cluster that's what it sounds like to me since your tachometer and speedometer both don't work

Check VSS variable speed sensor that is mounted on transmission

Check the fuses near the drivers left foot
you need to replace the gauges
Its the fuse and if not its the fuse Boxs. by the cluch or brake peddle.
It could just be broken. Or the gadget in you gas tank has been displaced
Check for a blown fuse.
