You should check for codes first. it is an electronic transmission and changes gears based on information received from various sensors. If the throttle position sensor is bad, it will not shift gears correctly. mine wouldn't shift into second until 30 mph and wouldn't shift into 3rd until 55 mph.

I have a 1999 GMC Suburban with the same problem but it did not show up until I had removed all of the wiring harness from the engine for a cylinder head job. I am going to look at the throttle position sensor and wiring connector tonight.
