Because it has something caught in its motor I had the exact same problem accept it was a 94 jimmy, just get someone to open up were the fan is held usually get profenshals if u get the chance but it is simple open it up then look all around the motor even in the back of it and you will see something usually like a leaf or dead bug will do it and take it out then put it back together and done it will go on high

try a blower motor resistor
There is no need for the fan to run while traveling at highway speed. There is plenty of air flowing through the radiator at high speeds to keep the system cool. The only time it will work at highway speeds is when the A/C is on.
fan speed control switch is bad. Replace it as long as the other speeds work fine.

It may be the resistor pack along the firewall under the fuse cover somewhere. This controls the speed of the fan.

Odds are you need a fan switch, It is very common for the high on GM fan switches to go out.
Check the 30 amp Blower fuse. If not that check the fan relay, if not that check the blower motor directly from a jump on the fan itself.
