If fuse 15amp fuse battery side is good, if you hear relay on passenger side under hood energizing when you cut fog lights on(easy to hear)WHILE CAR IS OFF,
then the harness has a break(short) in the line, (must remove bulb and measure voltage at connector head (11-12v) if no voltage on connector you must trace harness may need wiring diagram to measure voltage where fog lines get fed the voltage. peace!
You may have a blown fuse.
Probably the dash fuse is blown, or the dimmer switch for the dash lights is bad!
The switch could be bad. There could be a loose connection on the fuse box, or on the rear of the instrument cluster.
The first check would be the fuse for the dash lights. If the dash lights are out too then it is likely to be the fuse.
Make sure the bulbs are still good.

Do the dash lights come on now that you have put in a new fuse...Does the motor rotate or try to turn over....If not, it sounds like you have a bad ignition switch....
The most common problem is a bad fuse.
