Yes. The alternator is used to keep the battery charged, while using the headlights, radio, a/c, etc. The starter to me is misstated because it actually cranks the engine. The ignition system starts it, and keeps it running.
First, check your battery terminals to make sure they are clean and tight. If they are then make sure the battery is fully charged. Turn your key to the on position, turn on headlights (You will want help with this), step on your brake pedal, turn on radio and your heater fan blower. Have someone stand outside and check your headlights. If they get very dim, you battery is not fully charged. Remove the battery and have it tested. Now if the battery checks out, then most likely your starter solenoid is defective and will have to be replaced. You can remove the starter and take it to a parts store and have it and the solenoid checked out as well. Hope this helps.
Is starter working?
If a 94 Thunderbird starter will not turn over, the battery may be dead. The battery should be charged with jumper cables.
Test the battery with a digital voltmeter. You should get a reading of 12.6 V if the battery is fully charged. If the battery is fully charged then you know the alternator is functioning properly and your problem is more than likely a defective starter.
Start by checking the battery voltage and cleaning the connections to the battery. You can use a voltmeter to check voltage or just turn on the headlights and see if they are dim or bright (low voltage = dim headlights). Once battery is checked and your sure it's not the problem, remove the starter and take it to an auto part store. Many auto part stores will test the starter for free. The clicking can be a lack of battery power, poor connection or faulty starter.

Sometimes, brand new batteries need to be charged for a while before they have the power to engage the solenoid/starter properly. The battery may have enough jucie to light up the headlights and run the stereo, but not to crank the engine.
