Based on my motorcycle experience I'd say either the idle is too low or the intake (carb, fuel injection, air filter ect) needs cleaning. We are assuming here that in all other aspects the car runs fine.
Also try inspecting your idle sensor. Check for cracked wires, or lose connections on it. If it LOOKS fine, have a diagnostic test ran on it to check that (and other) bad sensor(s). It could also be a loose air or vacuum line, but then it would also stutter while the car is running, not just when you hit the brakes or idle.
Replace your thermostat.

because everyone elses 1993 ford tempos stall when they idle. learn to drive with one foot on the gas and one on the brake like I do in my '93 tempo. keep the RPM at 1000 and it won't stall out.
