The Starter is worn out, replace the starter and that should fix the problem.

Check your choke adjustment. Sometimes the choke might cool down faster than the rest of the motor and will seal up tight. If that is the case, you might try using a screwdriver wedged between the choke butterfly and the air horn to allow some airflow into the carburetor. If the motor starts then you will know that is the problem and you can back off a little on your choke spring adjustment so that it is not closing so tight.

Ground Out When Running means that the wire is grounded when the car is running from the remote start. When you put your key in and press the brake pedal, that line goes back to an Open Circuit (not grounded any more).
