Had this same problem with my 97 wrangler. The motor had expired. Fuse held up but motor was bound up. It must have burnt a wire in the motor rather than a fuse. Hope this helps. Robb
Look at the fuses behind the glove box.
Windshield wipers not turning off is not a common problem in the 1997 Jeep Wrangler. Remove the windshield wiper fuse to turn them off.
The fuse box is located behind the glove compartment on the passenger side. To get to the fuse box, you have to remove the glove compartment by holding it up slightly and sliding the woven strap (which is holding it in place) out to the right. The fuses for the wipers are #14 for the front and #6 for the rear.
The 1998 Wrangler Owner's Manual indicates it is fuse # 14. If that looks OK, you may try briefly, manually moving the blades gently with the wipers turned on - there may be a slight linkage binding or "flat spot" in the motor.
make sure your dimmer switch isn't turned all the way down. Then check the fuses next.
