Why would a 1998 Chevy Venture the coolant light come on even though the coolant is filled to it capacity?

I've been told that a sensor located in the plastic reservoir has gone bad. I'm not sure where the sensor is located. It could be located inside the tip of the plastic hose that goes from the radiator to the reservoir.
