The brake lights and turn signals are on a separate circuit of their of their own and thus independent of the tail lights and side marker lights ["running"] lights.
There could be several causes for this problem, and without being able to see and troubleshoot the brake light wiring circuit no one can tell you the specific cause.
Some of the possible causes include:
There are probably a few other causes I have forgotten about.
turn signal switch needs replaced!
First check the fuse, then the bulbs, then the flasher relay, then the signal switch.
Short circuit , maybe ????
Bulbs burned out or fuse and or relay popped
switch on the transmission which sends a signal to the reverse lights when shift is in reverse......... is shot. You need a mechanic.
i have a 1990 Chevy van cargo left hand turn blinker not working (rear) all other lights work change out bulb still not working
either dimmer switch or blown fuse If you are saying that the tail brake lights are working but the third brake light is not....It may be a defective turn signal switch in the steering column.
it is most likely a fuse or at worst the turn signals and stop lights work through the turnsignal switch
Replace the turn signal flasher relay.
No.

Could be a fuse or could be a bad bulb. See sources and related links below for bulb part numbers.
