A power cut is when the power suddenly goes out or gets shut off. The opposite of this would be a power surge, which is a sudden surge of power.

If a surge protector had a very high resistance at all voltages, the wires in the surge protector would short out. It would kick off the protector and make it useless. A new surge protector would need to be purchased.
Tranny is going out
I have the same problem with my 95 Eagle. It isn't the alternator - I have plenty of power to turn the engine over. I'm not getting any spark to turn over the distributor. The coil in the distributor is good.
i think the it would be a dist because the alt gets power from the battery and it goes to the distributor, that's wat i think

The simple answer is "Yes", but that answer also depends on exactly what happened to the hardware at the time of the power surge. In many cases, replacing the power supply might be enough to bring everything else back up. However, if the surge was enough to send power beyond the breakers in the power supply, then the extra power might have gone through the devices connected to the supply, including the main system board, hard drives, etc.

A power surge under a load is probably the transmission slipping. If its a manual transmission the pressure plate is slipping on the disc. If it is an automatic most likely it is a worn clutch pack slipping. If it surges at idle with the tranny in park the surge is usually a defective IAC (Idle Air Control) valve.
